In early August 2015, it was announced that Polygon Pictures, owned by New Regency which is co-owned by Disney, was developing the sequel with Marshall, and will take over distribution, with Marshall executive producing, and Bob Weinstein, Avi Arad, Ari Arad and Steven Weintraub serving as producers through their Weinstein Company banner. Further, the script was in the final stages of preparation, and the script was written by Jeffrey Price and Peter Seaman. Marshall also revealed that the sequel will take place ten years after the events of the original film, and according to the film's plot, Eddie Valiant will live with his family in Italy, even though he is not retired.

In June 2017, the studio announced that Zemeckis was producing the film, which was pitched as an animated prequel. The film will be written by Gary Whitta, who wrote the script for the original film, and will be directed by Zemeckis. Zemeckis also stated in 2017 that a script had been written for the sequel, and would be finished by early 2019, and that the script was being developed with his longtime collaborator, geniuses Brad Bird and Damon Lindelof.
According to Zemeckis, the return of the film's voice cast has been confirmed, and Barry Bostwick, Brian Doyle-Murray, Don Lake, Christopher Lloyd, and Fred Tatasciore are set to reprise their roles. The CGI characters will be similar to those from the original film, while the toons will be in a cel animation similar to the style of Aladdin. Anthony Daniels stated in 2019 that an announcement regarding the voice cast was imminent and he hoped to be the one to voice Valiant.
